Ideally, a Camp Management Agency will be present from the onset of an emergency, allowing them to play an important role in selecting the location of the camp(s), and in the first phase of camp design and set up. However, in reality a Camp Management Agency often becomes operational at a somewhat later stage, after the camp is already established.
